Invitation to Apply: 2027/27 Master Mind Scholarships for Master's Studies in Flanders and Brussels for Exceptional International Students
The Flemish Ministry of Education and Training is pleased to offer scholarships to outstanding students from across the globe who wish to pursue master’s degree programmes at higher education institutions located in Flanders and Brussels. The Master Mind Scholarship package comprises a financial grant of €10,225 per academic year along with a full waiver of tuition fees for the duration of the scholarship.
Who Can Apply?
Applicants of any nationality are welcome to submit their applications, except for Russian nationals who are excluded from eligibility. While the master’s programme permits student mobility to partner universities outside Flanders and Brussels—such as through Erasmus+ exchanges—it is mandatory that at least 50% of the total study credits for the master’s degree are completed at the Flemish host institution.
Note that applications are not accepted for the following types of programmes:
- Preparatory programmes
- Bridging programmes
- Distance learning courses
Programme Requirements
Applicants must apply to enroll in a master’s degree programme at a recognized Flemish higher education institution. These master’s programmes may span one or two academic years, but must consist of a minimum of 60 ECTS credits per year.
Academic Excellence Criteria
Applicants are expected to demonstrate exceptional academic performance or potential, which is assessed via a Grade Point Average (GPA) of at least 3.5 on a 4.0 scale. This GPA must be calculated based on the applicant’s most recently obtained bachelor’s or master’s degree. The Flemish Ministry utilizes the Scholaro tool to standardize GPA calculations. English Language Proficiency
These English language criteria apply specifically to students enrolling at universities or universities of science. Applicants must possess strong English skills and provide valid proof of proficiency, with test results no older than three years at the time the host institution processes the application. Accepted language certifications include:
- A minimum overall band score of 7.0 on the IELTS test or IELTS Indicator
- A minimum total score of 94 on the TOEFL or TOEFL iBT
- Achievement of C1 level under the Common European Framework of Reference for Languages (CEFR)
- Equivalent scores from other officially recognized language tests, as accepted by the host institution
Additional Key Details
- The scholarship covers one academic year for master’s programmes consisting of 60 ECTS credits or two academic years for those comprising 120 ECTS credits.
- The host institution reserves the right to charge a tuition fee equal to the lowest annual tuition fee rate applicable to local students receiving a Flemish government study grant. For the academic year 2026-2027, this rate is €136.50, with potential minor annual increases.
- Certain scholarships are designated for applicants from priority countries, specifically Japan (3 scholarships), Mexico (3 scholarships), Palestine (2 scholarships), and the USA (5 scholarships). Should a selected candidate from a priority country decline or forfeit their scholarship, the opportunity will first be extended to the next highest-ranked applicant from the same country before being made available to candidates on the general ranked list.
- If reserved scholarships for priority countries remain unallocated, they will be distributed among candidates from the general ranked list as determined by the Selection Committee.
Restrictions and Limitations
- The Master Mind Scholarship cannot be combined with other scholarships awarded by the Flemish Government.
- It is also not permissible to hold this scholarship concurrently with an Erasmus+ or Erasmus Mundus scholarship, a BAEF scholarship, or a Fulbright scholarship.
- Each Flemish higher education institution is allowed to submit a maximum of 20 applications on behalf of prospective students.
- If a scholarship is declined or withdrawn by the recipient, it will be granted to the next highest-ranked candidate as decided by the Flemish Selection Committee.
- Students who lose their scholarship must pay the full tuition fees if they wish to continue their studies in the programme.
