Eligibility Criteria
To be considered for this scholarship, applicants must meet the following conditions:
- Originating from the Niger Delta region
- Holder of a First Class or Second Class Upper Division Bachelor’s degree from a recognized university
- Not older than 40 years at the time of application
Selection Procedure
The selection process involves multiple stages designed to identify the most qualified candidates:
- Initial Application: Prospective scholars must complete and submit an online application through the Commission’s official website.
- Preliminary Shortlisting: Candidates will be shortlisted based on their academic records, specifically:
- Results from WASSCE or NECO examinations
- Classification of undergraduate degree (First Class or Second Class Upper)
- Verification of Local Government Area identification
- Computer-Based Test (CBT): Shortlisted applicants will be invited to participate in a computer-based examination conducted by appointed consultants in Rivers State.
- Minimum Passing Score: Candidates must score at least 70% on the CBT to progress to the next stage.
- Further Shortlisting: Those who meet the CBT threshold will undergo additional screening.
- Final Verification: The last stage involves confirmation of applicants’ eligibility through the Local Government Area and Community Development Committee.
Scholarship Details
The scholarship award will cover foreign study expenses, with the amount calculated based on the current exchange rate of the Nigerian Naira. This ensures that the funding remains adequate and reflects currency fluctuations.

How to Apply
Applicants must submit their applications exclusively through the NDDC’s official portal: www.nddc.gov.ng. During the application process, candidates should attach the following documents:
- A recent passport-sized photograph
- A letter of identification from the Local Government Area
- Admission letter for postgraduate study from a recognized international university
- Academic certificates and degrees from recognized institutions
- NYSC Discharge or Exemption Certificate (where applicable)
Once the online application is successfully submitted, an automatic registration number will be generated. It is highly recommended that applicants print a hard copy of the acknowledgment page for their records.
Shortlisted candidates will be contacted for participation in the Computer-Based Test. Only those who pass the CBT will proceed further.
Additional Notes
- The NDDC will not engage in communication with candidates who are not shortlisted for the CBT or those who fail to advance after interviews.
- Preference will be given to individuals from oil-producing host communities or Local Government Areas, provided they meet the minimum cut-off marks.
- The Commission is committed to equitable distribution of scholarship awards among eligible beneficiaries across the various states of the Niger Delta.
- Applicants should note that deferment of admission, changes in institution, or alteration of course of study are not permitted under this scholarship scheme.
- The NDDC holds exclusive authority in the selection of candidates, and all decisions rendered are final and binding.
