The 2026/2027 academic year Romanian Government Scholarships for Undergraduate, Master's, and PhD studies are currently open for applications. Annually, the Romanian Government, via the Ministry of Foreign Affairs, offers a limited number of scholarships aimed at non-EU nationals. Applicants must demonstrate strong academic performance, with a minimum average grade of 7 (seven) based on Romania’s grading scale, or an equivalent “Good” mark according to their country’s system, to be considered eligible.

Who Is Eligible?

The scholarships target foreign nationals from non-EU countries. However, certain categories are excluded from this programme:

  • Individuals of Romanian descent or those belonging to Romanian historical communities near Romania (who are eligible for other scholarship schemes);
  • Persons who have sought or obtained any form of legal protection within Romania;
  • Stateless persons whose residence in Romania is officially acknowledged by law;
  • Members of diplomatic and consular staff, as well as their families, accredited to Romania;
  • Administrative and technical personnel attached to diplomatic missions and consular offices in Romania;
  • Staff and family members of international organizations based in Romania;
  • Individuals already receiving scholarships from the Romanian government for the same level of study.

Requirements for Applicants

  • Applicants must have a solid academic record, reflected by a minimum average grade of 7 in their latest completed education cycle or a "Good" rating equivalent.
  • Submission of a complete application package is mandatory.
  • All educational documents must be issued by accredited or officially recognized institutions in the applicant’s home country.
  • Compliance with the set enrolment deadlines for the specific academic cycle is required.

Scholarship Benefits

The scholarship covers the preparatory year (if applicable) and the main studies, offering comprehensive support, including:

  • Full coverage of tuition fees.
  • Accommodation costs in student dormitories, subject to availability and within the limits of the allocated subsidy (scholarship holders are advised to contact the host university to confirm accommodation conditions).
  • A monthly stipend granted according to current Romanian legislation.

  • Exemptions from fees associated with Romanian language proficiency tests, doctoral admission exams, and specific aptitude assessments.

  • Financial support covering tuition for Bachelor’s, Master’s, or Doctoral studies, limited to the standard duration of the chosen academic cycle.
  • A monthly scholarship allowance during both the preparatory year and the main study period.
  • Accommodation funding in university dormitories within the budget approved by the Ministry of Education and Research, provided places are available.

Additional Notes for Doctoral Candidates

PhD applicants must secure a formal written agreement from a Doctoral Tutor who is a member of the doctoral school before submitting their application. Moreover, passing the admission interview is a prerequisite for both acceptance and scholarship eligibility.
