Applications are currently being accepted for the 2026/2027 session of the Singapore-ICAO Developing Countries Training Programme (DCTP) Fellowships. Established in 2001 through a collaboration between Singapore and the International Civil Aviation Organization (ICAO), the DCTP aims to support aviation development in emerging economies. The programme, generously funded by the Singapore Government and coordinated in partnership with ICAO, has been extended for an additional three-year term from May 2025 through March 2028.
This initiative offers a total of 330 Fellowships along with 10 Scholarships, exclusively available to government officials from qualifying developing ICAO member states. These fellowships enable participants to attend a variety of specialised courses delivered by the Singapore Aviation Academy (SAA), fostering enhanced expertise in key aviation sectors.
Eligibility and Applicant Criteria
- Applicant Profile: Candidates must be government officials who have received formal endorsement from their immediate supervisors as well as from the Director-General of Civil Aviation or an equivalent authority within their country.
- Nomination Limits: To maximize benefits for a broad range of states, each member state is encouraged to nominate only one candidate per course.
- Relevance of Experience: Applicants’ professional qualifications and current job responsibilities must align closely with the subject matter of the course they wish to attend.

Between April 2026 and March 2027, 110 Fellowship positions will be made available for a selection of courses offered by the Singapore Aviation Academy. Each awarded fellowship provides comprehensive coverage including the full payment of course fees, accommodation at a hotel during the training period, and a daily allowance to support living expenses. Applicants must submit their fellowship applications online by no later than 16 weeks before the start date of their chosen course. To apply, candidates should complete the nomination form, which requires endorsement signatures from both the applicant’s direct supervisor (Part 1) and the Director-General of Civil Aviation or an equivalent authority (Part 2) within their country.
