The call for applications is now open for the 2026 Internet Governance Forum (IGF) Fellowship Programme, offering a unique opportunity for young professionals to gain direct experience working with the IGF Secretariat in Geneva, Switzerland.
Established in 2006 by the United Nations Secretary-General, the IGF serves as a permanent multistakeholder platform under the auspices of the United Nations Department of Economic and Social Affairs (DESA). The IGF Fellowship Programme is a crucial component of the Forum’s mission to build capacity in the field of Internet governance, particularly focusing on professionals from developing regions.
The selection of Fellows is conducted through a transparent application process open to all stakeholders worldwide. This process is conducted in partnership with regional IGF bodies, adhering strictly to eligibility and selection criteria designed to prioritize candidates from developing countries, including least developed countries (LDCs), landlocked developing countries (LLDCs), and transitional economies.
The overarching goal of the fellowship is to strengthen the effectiveness of development assistance by empowering skilled professionals from these regions. Fellows engage deeply with the analytical, research, and operational tasks related to Internet governance while embedded within the IGF Secretariat at the United Nations Office in Geneva. This experience is designed not only to enhance the Fellows' expertise and professional methodologies but also to enable them to support their home communities in addressing local Internet governance challenges after completing the programme.
Roles, Responsibilities, and Expected Deliverables
Under the direct supervision of the IGF Secretariat’s Head of Office, Fellows will be responsible for a range of substantive and organizational tasks, including but not limited to:
- Providing essential support for the implementation of IGF project goals, which involves coordinating with IGF network members and other key stakeholders, as well as drafting programme documents and reports. This is an ongoing responsibility.
- Conducting focused research on Internet governance challenges, with special emphasis on development issues impacting LDCs, LLDCs, transitional economies, and developing countries more broadly. This work is continuous throughout the fellowship.
- Contributing substantively to the agenda development for the IGF Multistakeholder Advisory Group (MAG) in preparation for the 2026 IGF sessions.
- Supporting the preparatory activities for the organization of the 21st annual IGF meeting, scheduled for the final quarter of 2026.
- Undertaking any additional substantive duties as assigned by the supervisor to support the Secretariat’s objectives.
Fellowship Duration
The fellowship is designed as a six-month engagement, running from May through November 2026.
Learning Outcomes and Expected Competencies
Upon successful completion of the fellowship, participants are expected to have achieved the following:
- An understanding of multilateral cooperation frameworks, especially in relation to multistakeholder governance processes.
- A nuanced comprehension of Internet governance issues and operational processes.
- The ability to draft analytical papers, policy studies, and detailed reports on Internet governance topics.
- An enhanced appreciation of the roles played by diverse stakeholders—including governments, civil society, private sector entities, and the technical community—in Internet governance ecosystems.
- Experience in exchanging knowledge and building networks with IGF participants.
Travel Requirements and Duty Station
The fellowship does not require travel to other countries or duty stations. The Fellow will be based full-time in Geneva, Switzerland.
Eligibility Criteria and Required Qualifications
- Education: Candidates must hold a university degree in Information and Communication Technology (ICT), international affairs, or a related discipline with substantial focus on technology or telecommunications policy.
- Professional Experience: A minimum of two years’ professional experience relevant to Internet governance processes is mandatory. Prior involvement in policy formulation or advisory roles will be considered a strong advantage.
- Language Skills: Proficiency in English (both spoken and written) is essential. Knowledge of French is deemed an asset but not required.
- Other Competencies: Applicants should demonstrate clear and concise writing skills on Internet governance issues, a solid grasp of the developmental dimensions of Internet governance, expertise in data collection and analysis methods, and the ability to manage and coordinate their workload effectively within a team environment. Proficiency in standard software applications (including web management tools, word processing, and spreadsheets) and excellent interpersonal communication skills are important. The Fellow should be adept at working with colleagues from diverse cultural and national backgrounds.
